About Our Team

Carol Cooper


Carol is a native of Victoria and a Victoria High Graduate. Her life has been filled with many challenges and satisfying accomplishments and she has been blessed with a wonderful family and many great friends.

Carol first learned the importance of client service during her 16 years with Canada Safeway. She was recruited to the insurance industry and through ambition and hard work, obtained her CFP, CHS and CLU designations. In 2012, Carol completed her Certified Professional Consultant on Aging (CPCA) designation with a focus on offering specialized assistance to our maturing clients.

Carol is the owner of two successful, independent financial companies, Cooper Financial Services Group Inc. established in 1986 and serving the needs of individuals, families and business owners, and Integrated Benefit Solutions Inc. established in 2004, which focuses on providing employer/employee benefit solutions. While Carol has a thorough knowledge of business, tax and estate planning along with financial and insurance solutions, she attributes her success to her genuine interest in her clients. She cares for people, listens and works hard to truly understand their needs - creating solutions to solve those needs is the easy part.

Carol is passionate about transparency and professionalism in the financial sector and advocates for these as an active advisor member and board member of the Vancouver Island Chapter of Advocis. In her spare time, Carol can be found on the tennis court, working out or in the garden. She is also an avid traveller.



Stephanie is a child of a military family and grew up in various Eastern and Central Canadian Armed Forces Bases. She graduated with a Business Administration Diploma in Ontario with a Finance Major and worked as a business manager for several firms with a focus on great client service.

Stephanie moved to Victoria with her young son in 1992. She earned her accreditation from Camosun College as a Resident Care Attendant (RCA) working at the Gorge Road Hospital, and in Assisted Living with Parkwood Care and Home Care support services. While a business partner in Arts & Antiques with her husband, she was instrumental in coordinating "Antiques Roadshow" promotional fundraising events for community centers and schools. It was in her capacity as a business owner that she sought the advice of Carol Cooper in 2005 for individual insurance. Carol at this time introduced her to the Private Health Service Plan (PHSP). For Stephanie this was an "ah-ha" moment. She realized that other small business owners needed to know this "secret income tax provision" which allows them to deduct from earnings, Health, Medical and Dental expenses. Soon Stephanie joined Carol's firm in a quest to market the PHSP and under Carol's expert mentoring, successfully trained and qualified as an Insurance Agent in 2006.

Subsequently Stephanie has built many professional relationships with Victoria's business owners and executive directors of the community services sector, providing them with advice and solutions designed around taking care of themselves, their business, and their employees. In addition to her work with clients, Stephanie’s passions are her family, walking her standard poodle "Frankie" through Victoria's beautiful forests and other interests include world affairs, commerce, ancient history and art.

Diane Carpenter


Diane comes from a small town in Ontario and grew up in a close-knit entrepreneurial family where a strong work ethic and client centric focus were 'a given'. She attended McMaster University in Hamilton and then managed sales, operations and communications for small businesses, and projects, events and communications for non profits.

In the 1990's Diane relocated to Victoria to be close to the ocean and to enjoy the bounty of arts and culture that is unique to our island. At the request of family, she then moved to Calgary to provide support during a time of transition, and it was during this period that Diane moved into the financial field, working for two successful independent firms while completing her Canadian Securities Course.

Since returning to Victoria, Diane has continued to expand upon her experience in providing excellent client service, and managing finances, people and projects for several organizations including Royal Roads University. She was pleased to join the amazing team at Cooper Financial and Integrated Benefits initially as Operations Manager and Marketing Assistant, and then earned her Canadian Insurance licence. She enjoys taking the time to fully understand client's needs and to fulfill our Mission to enrich the lives of individuals, families and business owners through investment and insurance solutions that give them financial freedom and security.

In addition to her work, Diane is passionate about the arts, outdoor activities, spending time with friends and family. Her community commitments include supporting local women in transition as Community Liaison with the local charity, Wear2Start and as a volunteer with The Township Community Arts Council here in Esquimalt.

Connie Roberts


Born and raised in Victoria, Connie has extensive experience in administration, and managing people and resources in the financial industry. She joined the Cooper Financial team in 1998 in an administrative position, working her way up to become office manager. In addition to organizing all office functions, Connie also supports the advisors to provide excellence in client service.

Recognizing the importance of our clients and their needs, Connie is constantly updating her knowledge so that she is fully conversant on the products we offer and really enjoys learning the ins and outs of our business. She is an essential member of the Cooper Financial team and is also a proud associate member of Advocis, the Financial Advisors Association of Canada.

Connie resides in Esquimalt where she volunteers with the Girl Guides of Canada as a Sparks leader. Connie is happily married to her new husband Steve and together they enjoy camping, fishing, sporting events, movies and spending time with friends and family. Connie is pleased to be the friendly first contact for the Cooper Financial team.

Christine Jiggins


Christine is a new comer to the beautiful city of Victoria, moving here from Parksville, for a lifestyle change, as many do. She brings with her years of dedication and business experience. Christine went to UVI for accounting, but quickly recognized her passion was not only with numbers but people also. So combining business administration & client service, she was a natural in Hotel Management & the Tourism Industry. She was extremely involved with the community serving as Treasurer& Director for several terms on the Chamber of Commerce, Oceanside Tourism Association, and the BCMCRA & Parksville Rotary.

After retiring from the tourism industry, she took some time for herself to travel, golf, enjoy her family and also to assist several seniors she had come to know through the years of working with snowbirds, newcomers, and welcome wagon groups. After the recognition of the lack of essential services for seniors, she was approached to review district 69 services and develop programs that were lacking in our community for seniors. Christine developed, advocated and facilated programs to assist seniors, for almost 10 years. During that period she obtained her CPCA designation. This program is conducted by the Canadian Academy of Senior Advisors, Canada's premier Academy training professionals about the changing needs of aging clients and customers. As a professional leader she continues to volunteer with Seniors Entitlement Services to meet the key needs and issues concerning maturing Canadians in Victoria.

To enjoy the beauty of the city she is an avid walker, she loves the Music, Arts & Entertainment Victoria has to offer and hopes to attend all 101 festivals.

Deborah Simon


Born and raised in The Lower Mainland, Deborah enjoys all that our Beautiful Province has to offer. Although not a Victoria Native, she moved here in 2009, and has quickly made it home for herself and her three children, exploring everything that makes Victoria and Vancouver Island the best place to live.

Deborah has spent the majority of the past 20 years as a Licensed General Insurance Agent, working in various Offices with a focus on Travel Insurance Products and Personal Lines sales and service. With a passion for Customer Service, she will always go above and beyond the call of duty to get the job done. Taking time off to raise her children, Deborah decided to try a different side of the Insurance industry and came to Cooper Financial Group in September 2015 and is eager to learn all she can about Group Benefits.
